As far as I know, This is just to reduce the calculation because the Normality of both the titrants used in the test is 0.02 and the equivalent weight of calcium carbonate is 50. The multiplication of these two becomes unity and so the formula remains = (Volume of titrant used*1000)/Volume of sample taken(ml) . I did not get any other reason till now.

Yes, It does if introduced in excess amount. As it is supplying multivalent metallic cations to the water and By the definition of hardness it must increase if done so.
