I'm pretty sure the "no undertale" rule meant that no one gets the full soundtrack and can get songs from it if they fall into their source list. MissingNo gets this because it sounds somewhat glitchy and is downright terrifying. MissingNo also got gaster's because it's unused and related to glitches and he could probably also get your best nightmare/finale

It actually could have worked as a dual rip, considering Sixbones is a thing that exists - a fanmade AU amalgamate that uses Sans and Papyrus as the "materials", and the already-existing amalgamate Memoryhead being very much "glitchy" in its behavior. (not to mention True Lab having association with unused content in the game)
