I am getting ECE in NSIT, DTU, IIITDelhi and IIIT Allahabad . I want to do core jobs or research in ECE . For that IIITDelhi is best but its annual fees is 3.5 lakh ₹ excluding hostel and mess fees. Also I read ECE at Allahabad is not as good as IIITDelhi . So should I take education loan for IIIT Delhi?

IITs are Engineering institutes. So, they provide Aerospace Engineering. If you want to go for Astronomy, first complete BSc Physics and then apply for Research institutes in India like IUCAA, PRL, RRI, ARIES, IIA. These are best research institutes for Astronomy in India.
