Spouse PR visa after 9 years of wait. $4000 lawyer fee, demand for nothing?

Applicant applied for marriage based PR Visa. Went for a DNA test and later, the case was upheld due to security reasons. Ostensibly due to poison pen letters by somebody who did not want his case to be fulfilled in time.
Lawyer wanted another $4,000 to do something which was unnecessary. A simple letter from the member of parliament solved the case and the application was approved.
