Since there is no value attached to them by the owner, would it be acceptable for somebody, at any time, to pick a bouquet and take home, or would it be considered stealing? Maybe there is a system where you pay the owner somehow, some roadside collection box? Its sims like an enormous waste of perfectly good flowers.
