That's Dr. Steven Greer of the Disclosure Movement at 35:30. Super recognizable voice. While I think he may be a bit too 'woo-y', his recent August 2023 disclosure conference 2.0 was incredible, and very believable. Him alone - or in a very prepared engagement - not so much.
