The Pentagon report sounds like under reporting. China has two fast breeder reactors now and are capable of producing plutonium for nuclear warheads. The estimate is for China to produce enough plutonium for 500 warheads annually. If so, that means China could produce 2500 warheads by 2030.

No. The Chinese Govt hate Australia. Several people have seen a vision of it being attacked by the Chinese Army, over the years. I watched a 60 minutes Australia once, where the Chinese govt said, "We'll smash their goddamn white heads against the wall!" It was quite shocking.
