It was so obvious during the entire series that Toshi understands English. His parents and sister are all fluent, and he always knows what the conversation is about.

I'm sure there's a flashback scene of them as little kids, Steve or someone says something... But Toshi's response is "Fine. I'll just speak Japanese from now on." In Japanese. The previous thing he'd said was in English.

My friend speaks Tagalog with his parents and his sister can understand them but not speak the language, so she replies in English. It's an odd thing to happen, but oddly fascinating to watch.

Yeah, but then that doesn't explain the court scene because he was telling the judge to punish Stan for what he did and everybody thought he was trying to save Stan. In the end, he didn't get what he wanted. That was the perfect opportunity to speak English.
