Hey, I would also say with the tiny island money that you should force convert them to democracies. As democracies have higher taxes, 25% war reps would be higher from a democracy than from a non-aligned country.

Regularly I would make consumer the factories and get tax reform and take Canada since they usually aren't player if Mexico is a player I would make a carrier along with a lot of things now that Mountain specialization is a thing is a lot easier take Mexico and I would usually go for North Africa for oil phosphate and iron and if I really want to invade China I would take Japan in the Philippines as basis to take China and spam a lot of tanks and carriers and that is my regular game but now I can optimize it even better thank you political gamer
