You think at first like "We need an agency that can crack down on organized crime" but then you notice that many of the crimes are so different that one agency will just have 100 different types of crimes to deal with. Thats why they have a bunch of smaller agencies. A way to think about it is Minecraft storage. You get a bunch of items and you look into your chest and it is a mess so you organize it into chests for each type of item.

In this scene, it's all bark and no bite. Her ability to make threats is derived entirely from the government, which was ultimately too corrupt to punish Seal for what he was doing. All of her bleating amounts to nothing. Seal imported tons of cocaine for the Cartel, and all he got from the government was community service. In the end, in was the Cartel people that got to Seal, not the law.

If we play make believe for this outcome: Unclear from this clip whether the feds had a warrant for his arrest, if not then they needed to witness a crime, did they manage to ditch the drugs, guns and cash? If so, then what felony crime in the US has he committed to justify arrest? So if it was clear he violated some state laws but not clear he violated federal law (or if there was a state warrant) then it makes sense. If the movie is saying there was a federal warrant or they found drugs still at the hanger then yeah, the movie missed a scene where all the feds got told they had to let him go, too.

At least the prosecutor acknowledges that what she does is torture people. As long as law enforcement is open about the fact that they are all willing participants in violating human rights then it’s easier to deal with than when cops pretend they aren’t just the biggest gang and demand to be treated like they’re good guys.

The governor of Arkansas has no authority over federal agencies. Granted: it ma have been in the bests interests of the federal government to let him walk, but in this clip they were under no obligation to release him without a directive from someone higher in their federal agency.

The FBI, ATF, et al do not report to the governor. They are FEDERAL agencies. Theses federal agencies report to the federal government.

The FBI has special investigative jurisdiction to investigate violations of state law in LIMITED circumstances, specifically felony killings of state law enforcement officers (28 U.S.C. § 540), violent crimes against interstate travelers (28 U.S.C. § 540A0), and serial killers (28 U.S.C. §540B). A request by an appropriate state official is required before the FBI has authority to investigate these matters. The same laws apply to the other federal agencies as well.
