Nope, lawn-mawvers in Krasnoyarsk were just a beeurocrasy. They had to do that, on the settled date, they just have to. That is always connected with budgeting. IN fact, ib one of my latter workplaces, they had at least 20-30 trials with the tax dept every year. Not sure, maybe, more. 95% were won, others went to upper level. The same with me, commercial, tax or other trials, another, than the road police, where always profit. The road police is always a problem.
