Wiig you please review a floor safe. What are the things needed in one to be a good safe?

By floor safe, do you mean one set in concrete? if so, I'd look at Hayman's floor safe line.

they are heavy because they have concrete for Fire protection...

Like a fire rated file cabinet, there's no intumescent seal.
