That function falls to the Legislatures of each individual US State.

The United States of America is a Constitutional Federal Republic. The Electoral College is not meant to be democratic. It's designed to reflect the Federal nature of America's political organization. Election Day in the US is not one national election, but instead 50 different elections. The Electoral College emphasizes federal stability wherein every President in American history has been elected by a plurality of the individual States---even in some cases where that plurality of States doesn't necessarily correspond to a majority of the overall population.
