I think people of the mountains usually use wood because of it's abundancy in hilly region. Typical houses in hilly areas are made of woods, not in order to reduce casuality in natural calamities but because of woods availabilty and lack of cement and rods.

Bro what are you trying to say if there is pucca houses made of cement and rod that you are talking about then there less casualties!! ....but is not because hills regions are more prone to natural destruction e.g, earthquake, flash floods, land slides, etc and if there is pucca houses then the casualties are increases even more plus there is more spending on these things... ....so what the things is required in hilly region is 1) awareness about natural calamities 2) infrastructure development but not at the cost of mother nature 3)increase forest coverage to prevent from natural calamities such as flash floods and land slides and also to increase the income of tribal people 4) moreover an educated and sensible society and govt. to improve forest as well as people condition in these areas
