It tries to but there are some users who will use tools to stop Google or Facebook from tracking them. Even if they don't do, Google itself might loose some data on its own but it's still the most accurate representation of the traffic coming to your website. Any other tool that claims to provide the traffic data has significantly less resources than Google. They buy the database, Google gets it from users directly.
