Amtrak 151 near misses at Roanoke crossing

After detraining and reversing on the NS main Amtrak 151 takes the wye heading for their service facility. Notice the bad drivers. Outdated signals: weak lights, no bell and no gates. Yet, horn not allowed.

It is a quiet zone city wide. I think the ditch lights are activated by the horn.

Was the second light down red or white? It looked like it was white to me, which would make it a "Restricting" indication, not "Stop". That looks to be an "Absolute" signal. Believe me, no engineer who values his job is going to deliberately pass an absolute stop without permission from the dispatcher, and I was one. You need to match this with the radio chatter to know for sure what is going on.
