Not precisely, more Spike Bulldog and Tom from Japan, with Shizuo being Spike and Izaya being Jerry. Izaya is Jerry because Jerry has a cleverness and agility that Spike, or Izaya in this case, lacks. Shizuo is Spike because Spike outclasses Jerry in strength massively, and rather than dodge whatever trap that Jerry comes up with, he just barrels right on through.

there is an explanation for that in the light novel.if i remember correctly, shizuos working place pays for all the damage and the court and police usually do not believe people that talk about a guy throwing street signs or vending machines through the air, so there is no problem.
