It looks to be in excellent condition. Besides looking at it's general condition, I can tell the engine is in pretty good condition by the good amount of smoke. An Alco that doesn't smoke has engine problems.

That is right! ALCO's are smoking engines - in this case, smoke = good!

What I would do, is just before a grade, bring it to idle, let the RPMs die down, then notch 8 it

There you go!! Then again you might get more slippage and flat-spot the wheels, but it will smoke good...
