1. Irrigation expenditure may not be limited to only borewells. There could be other projects, workstreams etc. that will also need funds. First, we need clarity on whether 40 lakhs were really spent on borewells and their maintenance only and that no other work was done. 2. If the primary purpose of the borewells is to provide drinking or utility water per person on a need by basis, why bother to construct water tanks in the first place and pay for their maintenance? Hand pumps serve the purpose well and there are no additional costs like electricity. 3. If the government wants to make it easy for people, just install submersible pump & motor. Whoever needs water will switch on the motor and turn it off after use. Why bother with tanks? What additional purpose are they serving?
