She studied abroad. She studied in US and then settled in Toronto Canada. Her parents still live there. She spent her teenage years abroad that's why she's fluent. She also often talks to foreign idols in english that's why her accent is still around. Wendy is considered to be a "Canadian" idol because she's from toronto :D
