Because it's considered to be a violation of your constitutional rights. It's not illegal to have a mental illness. Society (? or authorities ?) expect people to understand mental illnesses and to not vote for those that possess illnesses listed in the DSM IV. Same as you can't commit someone that is over 21 to a mental hospital unless they agree to get treatment or unless they are violent and a threat to themselves (threatening to commit suicide) or to others (threatening people with bodily harm).

"Federal and state law mandate employers to maintain a workplace environment that is safe for their employees. A fitness for duty evaluation is typically requested to determine whether an incumbent employee has a psychological condition or impairment that may render them unable to safely or effectively perform their job." As a prospective 'employer' I absolutely don't want the guy with his finger on the nuclear bomb button to be impaired. And if the Secret Service people are required to have evaluations, shouldn't the person they're protecting do the same?
