Now, the return of the UPDF’s renegade officer - General David Sejusa - has sparked speculation and conspiracy theories across the country. The former Director General of the External Security Organisation, David Pulkol, says the manner in which Sejusa returned to the country can only be the handiwork of President Museveni.
