To determine the length of TR could I have said 3+9?

No, 3 & 9 are x-coordinates of TM, so start by adding up the difference between the x-coordinate of T and the x coordinate of M so that you get 9, and then add that same difference you'd gotten to 9 so that it gives you the x-coordinate of R, this is because TM and MR are the radii of diameter TR i.e they're equidistant. You apply the same logic with the Y coordinates, except that you'll be subtracting instead of adding
