There seems to be some inacuracies in the use of the term DISBURSE, (v.), which basically means to 'pay out', usually, from an established fund ( like, the Confidential Fund ). When the C/F money got out of or was withdrawn from the Depository Bank and then placed under the safe keeping of an authorized officer-in-trust,(Acosta), the said money was still in the character of the FUND, as classified that way. Once it gets issued or goes out of the official keeper's VAULT, it may then be "released' to another person in part or whole by way of a PAYOUT ( and which is a "disbursement"), or perhaps by another way, that is by mere TRANSFER of FUND. In the case of "disbursement", it means "spending out or up" for a certain purpose and that means it corresponds to an EXPENSE ITEM, reducing thus the "FUND" amount. In the case of a "RELEASE" of FUND in the character of a TRANSFER, whether partially or entirely, it only involves change in the control or responsibility over the keeping of the MONEY maintained under the account status as a FUND, but not to be treated as a value-for-value transaction. So then there is a need for clarification or some explanation from Fajarda as to whether he really meant releasing the money to another "person" with a mind of liberating herself from the burden or responsibility of keeping or guarding the huge amount (the125-M) as a FUND, or transferring it instead to a new KEEPER or CONTROLLER of the CONFIDENTIAL FUND in the person of the Colonel. The first idea is about "passing on" of the custodial load or responsibility, while the other idea is about DISBURSEMENT [whereby it means paying out or simply a expense thing and the usual rote of collecting receipts etc.] of the fund money to that certain Colonel (so that it is considered an expenditure account), and in such case the Colonel may enjoy some freedom from any accountability or even to make up his story without having to worry about any answerability regarding future issues that may crop up against him regarding the fund, except perhaps his organization which may go after this apparent misconduct of him at some point in the course of time.
