I’m happy for Mary Jane Veloso and hope that President Marcos will grant her a pardon so she can spend Christmas with her family. However, the Philippine government must also address pressing issues within its own borders. Many foreigners are detained for years at the Bicutan immigration facility for minor immigration offenses, often non-criminal in nature. For instance, a Nigerian national with no criminal charges or pending cases was detained for 16 years. His only “crime” was his desire to be with his children and wife. Despite enduring immense suffering and fighting for his freedom, he was eventually deported earlier this year. Similarly, several Chinese nationals have been detained for an average of 15 years, their only offense being their wish to remain with their families. Additionally, a Russian man has been detained for nearly 16 years. These prolonged detentions highlight systemic inefficiencies and raise serious human rights concerns. The mistreatment of detainees at Bicutan goes beyond prolonged detentions. I have personally experienced this treatment during my own time at the facility. Former warden Leander Catalo acted with impunity, subjecting detainees to inhumane treatment. I witnessed firsthand detainees being placed in “dog cages” - isolation cells less than 5 square meters in size, shared by 4 to 6 individuals. I was also a victim of this mistreatment, denied food for several days under Catalo’s authority. These actions reflect the facility’s disregard for basic human rights. Such practices not only violate international human rights standards, including the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Mandela Rules), but also tarnish the country’s commitment to justice and fairness. The Philippine government must urgently address these systemic issues. Prolonged detentions for minor immigration violations and the abusive practices I witnessed demand immediate reform. It is essential to establish accountability for those responsible, improve detention conditions, and provide legal safeguards for detainees. By taking these steps, the government can align its immigration practices with international standards and uphold the dignity and rights of every individual under its care.
