I think it's ok in this case (when you ask after fighting Jax). You are insanely fed at that point in the game (22 kp to Jax 14), somehow you have matched top lane in items and are only down one level, and you have baron/red buff. He also got no value from sterak's in that fight really and you had ignite. But maybe you should have been a little lower health xD

Bard scales with chimes, bard actually scaled into lategame "This is a problem". The items are what is making bard so strong, its not exclusive to bard. Frozen heart + galio passive item= strong as a mfer on any cc utility mage style champion.

I’m fairly new to league. What exactly are the changes going to do to bard? I noticed something about armor growth from 5.2 to 5. But, again, not entirely sure what that means.

It means that everytime his armor increases with level, it only goes up with 5 (instead of 5.2 before). Easy math: lvl 10 before:+52 armour, lvl 10 now: 50 armour. Not a huge change but should get bard out of being OP.
