It is technically possible for Moriarty to return, as Arthur Conan Doyle featured him in a book long after the character's death, albeit in a flashback case. Can't really see how that would work in the tv show though, so don't get your hopes up

Moffat said that back then it diddn't feel right to choose Capaldi, but now it did...I want this to happen, even if it's in 4 years or so. I think he would be PERFECT as the next Master. Given that 11 didn't get to battle The Master, could Capaldi's Doctor be fortunate enough to fight Andrew Scott's Master in the future? I hope so! As for Jim Moriarty, I've refused to see anyone else take on the part, because his performance was BRILLIANT! Simply STUNNING, the way he plays Moriarty as the evil psychopath he is, yet makes him completely lovable and funny. Very true to the novels. I still can't get over his death in 'Reichenbach.'

Whomever commits to the role of the 12th Doctor has to commit to a 10-11 month-long filming schedule, so an actor who is in demand, like Andrew Scott would not quickly take on the part, since it would exclude so many other projects. It wasn't at the end of the book series, it was at the same time as Sherlock faked his death, so at the end of The Final Problem, the one where they fall off a cliff. There were more books after, and there's a new villain for season 3
