If an area gives you trouble vis-a-vis leaves, put a concrete (as smooth as possible) entry point to the culvert. The biggest issue with leaves near culvert mouths is the fact that they tend to catch the entrance (edit: by entrance, i mean the mud - if it's slick, they can't catch and the water's enough to make them slide) (sticks too) and they end up building up. Pouring a funnel helps mitigate that. Of course, excessive stickage will clog even that, but for general purpose leaf issues, perfect. I did this at my property (about the same conditions, but with a small river mouth a km above that road point) and i haven't had to go clean that culvert in years with the exception of really heavy storms (mudvalanche). Really does work. I used plastic to make a smooth face to it. Once it set, i pealed it off.

In case you didn't see it on your video, a sizable rock washed into the pipe with that last slug of leaves. Likely it will stop half way through and plug up next wash. In wetlands oil field, operators use a long sapling tied to their backhoe to stick up inside culverts and swab em out.

Nice job of putting in the culvert. The only thing I see I would do different is, I have found those big rocks against a plastic culvert cave wear holes in them. We always put gravel or dirt around the pipe. As you have found small pipes plug. We don't have the leaf problem here in idaho you have. Also the dirt and gravel help seal around the head end so it doesn't leak around the rocks. Every country is different so it may not be the case in New York. Keep up the good work.
