To be fair, any traditional wind instruments (including clarinets) can be considered horns. When in a marching band setting and the leader says "Band horns up" it means everyone puts their instruments up (and the drum line readies their sticks)

You could built a clarinet or a flute out of metal, they'd still be woodwinds. Likewise, you could build a trumpet out of plastic, it would still be a brass instrument.

There’s no such thing as a “horn instrument”. Any wind instrument (woodwinds/brass) can be called “horns”. Clarinets, saxes, flutes, oboes, etc are woodwinds. Clarinets/saxes are reeds, oboe/bassoon/english horn are double reeds, flutes are flutes. Trumpet, cornet, flugelhorn, french horn, trombones, baritone, euphonium, tuba, etc are brass. Anything else (strings, percussion, keyboards, etc) are not winds/“horns”.
