The epenthesis is only before /r/ and /l/ (and I think the late loans treat /r/ and /l/ differently here) so maybe you could just rewrite the epenthesis rule as one rule before /r/ and another before /l/? Also, Wiktionary says mīl comes from mīlia, not mīlle, so you don't need to degeminate /ll/ (and I think weall has a geminate anyway).
