I suspect that the police mostly know about the relevant laws in cases like this. However, they are hoping that public ignorance of the laws and the perceived authority of someone in uniform will lead to citizens doing what they are told. You see it time and time again on KZbin videos… the police challenge a member of the public who is carrying out a legal activity, become very assertive, sometimes aggressive, then back down when challenged. Those who don’t back down, and who incorrectly detain or arrest citizens inevitably cause out of court settlements to be paid. I suspect that most of this behaviour is intentional and part of their training. The few payouts they have to make are probably worth it from their point of view. It’s a similar attitude to that of law-breaking corporations that see fines and penalties as a cost of doing business. No individual suffers a penalty, so the financial costs can simply be passed on to the customer / taxpayer. I don’t want to give the impression that I’m anti-police; I’m not. We need them for preventing and solving crimes and attending various serious incidents. However, someone peacefully stating truthful statements over a megaphone, in a publicly accessible area, or carrying a banner or TV screen, is not a police matter.

Notice how, when Joey was asked to leave by the centre security, he did so immediately and in a civil manner. I’m happy to be corrected, if you have information to the contrary. I find these police interactions fascinating and in instances where police have got involved in such civil matters (e.g. gone ‘hands on’), they always settle out of court when sued.

I think most police do know the limits of their role; they just hope the public don’t and, in most cases, they are right. Unfortunately, the public are largely clueless about their basic rights, and the police take advantage of this to take control of situations. This is why the police in this video were frustrated; they are used citizens just following instructions, even when such directives are outside their jurisdiction. We need the police to get involved when crimes have been committed, and when there are serious incidents to manage. If the police ‘stayed in their lane’, we would have much more effective policing (in terms of cost and outcomes).
