I have a direct neighbor like this. Fortunately there are several acres between us and fence but the cops here know his address by heart and have been given permission to not answer the phone if they notice him calling on the non-emergency line. He calls the police for EVERYTHING and will just make shit up if he hasn't called them in a little while. He called the fire marshall on me and told them I was having a huge bonfire when I was burning a trash bag sized pile of leaves in my driveway on a calm day after it rained. He cut my fence so my dogs would run on his property so he could get them taken away. He called CPS on another neighbor because a child was crying in the yard one time. I have been told by every level of the department that "there is no law against being a bad neighbor"
