Although I’m not defending the cruel owner of the dog, we are all products of our environment and it wouldn’t surprise me that the owner grew up neglected by his family. Big difference between being brought up and dragged up. This also sheds a light on juvenile delinquency where kids wonder the streets day and night and sometimes get into criminal activities without parental concern (or until it’s too late). It would be a far better world if we follow the Ten Commandments. Just my opinion in this much troubled world.
