While Sonic Adventure (where 'modern' Sonic originated and the arms-behind run became his 'normal' way of running) came out slightly less than a year before Naruto started (so Naruto probably was at least an idea by then); Sonic did actually use that run sometimes in Sonic CD about 5 years earlier (only when using the Peel-out and a few of the special boosters though, as most of the time he was using his classic, arms-tucked-in/legs-spinning-in-cartoon-circles run), so you might technically be right.

the reality about the "Naruto run" is: they've shown clips of Naruto characters running like that to an actual shinobi of the old times. the old man said that it's real, but it didn't look like that. it was developed for running across longer distances, while conserving energy. as such, it is not about bending your arms backwards, but letting them hang loose. it was manga and anime that took this concept a step further, trying to depict that the characters are running so fast, that their arms are hanging backwards.

Go into the show with that mentality and you should have a good time. The "Naruto run" is actually aerodynamic. You're supposed to form a V shape with your arms, bend your torso forward, and run. It actually takes some practice to keep yourself running straight and keeping your arms stiff also takes practice.

The actual thing that makes you faster is the bending forward, kinda like controlled falling/stumbling because your own body weight keeps pulling you forward propelling you more than anything you yourself would probably achieve with muscle. It's also way more energy efficient because of that but it looks silly so people don't do it anymore 🤷‍♂️ (once saw a documentation from a Japanese historian that explained it pretty well and who said they used to run like that in Japan but not anymore since European influence took over and declared it as weird, kinda sad)
