Dude's the only guy they've got there, honestly (HELL-there's a Cloudy the Series episode whereas that it's technically mentioned by his Pansy of a son Gilbert that he's essentially everyone on each of the community's Council jobs here,not to mention that the kid does them HIMSELF specifically AND it's also confirmed on the CWACOM Fandom Wiki page for Ol'Man Susan 'Tootsie' Shelbourne that specifically states that here honestly; Cloudy the Series episode whereas Flint takes top scoring on a DDR rip-off game and essentially ruins the town's livelihood due to Mayor Shelbourne going into depression and misery because of his so-called need to be FIRST at EVERYTHING (on quote from the episode/wiki respectfully here,honestly) and Flint needs him to put it back in order here,apparently IIRC) BESIDES-he definitely made some phonecalls to himself,called a skeleton crew of construction workers whom were too poor to leave Town and built that SardineLand travesty tourist trap with the last of the town funds and probably hoped for the best earlier in the movie proper here,honestly.

And on the subject of _His unpaid High interest Loan here though, honestly?.._ I'm _definitely guessing that (Long story short here),_ probably *LONG AFTER Flint chews the Bastard out for his involvement in the tampering and unauthorized use of his FLDSMDFR machine without his consent*- _leading to the inevitable consequences of and of the RESULT of the Foodstorm/Food-apocalypse THAT HE HIMSELF inadvertently created,thus also into the eventual contamination-later-turned-Foodimal jungle paradise situation that the Late Chester V was gonna do had Flint,his friends and family and the Foodimals' not interfered through all of their intervention here (and he-Flint here,still a bit shaken by but somehow still going strong after Chester's initial betrayal,defeat and sudden Death-by-Cheesespider/Death here and the later proper Town Clean-up,new management and expansion later on here,WOULD'VE HAD SOME not-so-nice words to say to the man once he came back around here,mind you dearest here, honestly..) and whatnot here obviously_ ,he *DEFINITELY had to essentially pay pack that Loan BEFORE* his eventual resignation and arrest here,apparently..

Flint DEFINITELY felt that... _well,it was technically his fault indirectly for both the Operation Capture the Invention AND Slice-and-Dice plans,PLUS Chester V's initial Death here_ and once, *_after discovering a small colony of surviving Thinkquanauts (and even the ones whom were sent by and/or brought by Chester and Barb with them earlier on/the takeover and factory building scenes in the Movie proper here) whom were probably now out of a Job/LUCKY enough to not go insane and probably actually learned about Swallow Falls (and the Foodimals-Especially Ol'Cheesespider herself here) the hard way_*_ that Flint and the Gang were happy to eventually find and help out_ (in which _some of which wouldn't mind a bit about learning about their town's history and heritage, actually Clean-up and even some of which probably studied the more lower-tier Foodimals-And Ratbirds here,not gonna lie-WHILE planning eventual escape plans and tactics of if Mama Cheesespider were to find and hunt them down later on-Defense tactics,it's overall feeding/moment patterns it's biology,etc...-and even Flint's own inventions that they probably found scattered about around and throughout the Town and wanted to know about it,as a way to cope in the shit situation here,honestly;Maybe Flint and Sam and the rest of the Sparkswood Gang (and his Dad) probably found out that maybe some were working there at LiveCorp because of School university credit/summer internship and experience reasons and they could've probably been happy to eventually take them in-as well as the possibility of the older/expiredcontracted former Thinkquanaut workers that were needing new work/supposedly to get their current contacts renewed for another LiveCorp branch/Subsidiary Company here, yada-yada-you know the drill-that they could eventually work for Flint and Sparkswood Labs when if it eventually opens here,etc..._ Maybe these Surviours could've loved and adored Swallow Falls' charm (and Ratbirds) and eventually later wanted to move to and/or moved/settled there,once Flint/N-Woo got the Foodimals and Townsfolk on the same page later on here in-fact,honestly...) had occured, bringing them back to San Franjose with them (though Dad would've packed up the boat with Flint and his friends/famiiy,while the other Thinkquanauts that were sent in to build the factory were to meet in the Home office with the surviving Thinkquanauts-as they PROBABLY had Barb direct them to do so as de facto leader-via Helpacopters here on her word, leaving with Flint instead) in-order to see whomever took over LiveCorp later on,and had-with Barb,his Dad, girlfriend,family and Thinkquanaut Surviours in-tow as witnesses to this event here,honestly-to explain everything to Chester's heir apparent to the company (A guy I will refer to as Chester's Son Daniel V for now),whom was technically willing,kind and patient enough to Listen to Flint (probably already knowing of his father's death/misdeeds regarding the island fishing-community in general here,honestly) about his side of the Story here, honestly.. *_Long story Short version: FLINT LOCKWOOD definitely,after finding and saving some Thinkquanaut Surviours in-tow honestly,had felt bad about what happened during the events of Cloudy 2 here and essentially had to explain everything himself to whomever took over LiveCorp later on and they kindly enough probably (I forgot to mention here that previously,sorry) had gotten him a second chance at LiveCorp-JUST long enough have him gain experience fkr Sparkswood Sparkswood Labs get help with cleaning up the Island and even eventually become a partner/Ally with Sparkswood/New Swallow Falls as those Thinkquanauts whom survived probably settled down,and like Barb-went to go work for AND with Flint and Sam at their respective Laboratory/Foodimal Sanctuary AND live in the community afterwards later on honestly (TL; DR here,sorry!)_*

I think an error was made on Mayor Shelbourne's sentencing as you never gave him anywhere near that severe of a sentence. Death sentence, 23 life sentences, 60.5 years, $258,000 when you gave him during the sentencing 1 life, 54.25 years, $7,000, and his business shot down. Just wanted to point that out in case it was a mistake.

Some charges mayor Shelbourne could also be charged with. The Computer Fraud and Abuse Act criminalizes accessing and using someone's computer without their permission. This can either be charged as a misdemeanor or a felony. Given that the computer accessed a very powerful invention with high danger potential if misused, it would probably be charged as a felony. The mayor also attacked Flynn in order to prevent him from stopping the buffet order, resulting in the destruction of Flynn's invention, which could also be vandalism or destruction of property and potentially burglary. Also since the mayor knows the food is dangerous and he ordered an essentially endless meal, he could be charged with global terrorism since many important landmarks in several countries were vandalized or damaged by his actions.

*EXACTLY, especially if you can consider the idea/Headcanon that I personally have here (Along with whole "My Top Thinkquanauts have created this [The BS-USB]..."-line from the movie proper here,honestly.)* that *_SOME poor Thinkquanaut that was sent there,had found the machine (either by chance or complete accident here,suprisingly) and copied it's AI/OS programming system that Flint specifically made (coded, programmed, uploaded,etc..) here onto a LiveCorp USB drive in/from their respective pocket,Bullshitted Chester V-the BOSS-into saying he/they didn't find BUT something similar to/akin to it here,honestly_* -Then *managed to utilize and essentially rewrite the machine's coding IN-ORDER to essentially use it for LiveCorp's supposed use on a shoddy work laptop while his Co-workers were getting hunted down by the Cheesespider herself,knew shit was going down south FAST around him/them quickly,and thus probably hastily coding a warning message to Flint low-key in order to warn him about Chester's REAL plans (assuming curiosity got the better of him and essentially were to put it into a computer/laptop USB drive port and read essentially their warnings, I may add honestly..)* before having it sent *_back to LiveCorp HQ,hoping that Flint would take it..before Buddy died off-screen via Death-by-Cheesespider unfortunately..._* *_TL;DR: EXACTLY. Especially if One of Chester's unwilling Thinkquanauts (that surprisingly had a mutually cordial acquaintanceship with Flint,I forgot to add here previously here, HONESTLY,sorry!) had stumbled upon the FLDSMDFR'S presence and essentially copied it's AI/OS programming system to the LiveCorp Keychain USB thumbdrive in their pocket/on hand,rewrote it in the time (Almost completely,even honestly-that was on a shoddy laptop he/they brought with them in-tow,honestly,WITH A WARNING TO FLINT LOCKWOOD CODED INTO IT ENTIRELY LOW-KEY HERE I may add,ALSO) hastily WHILE his Co-workers were (being) hunted down left-and-right by the Cheesespider herself-I.e.
