Well it technically is still an animation An animation is the illusion of movement So moving a head up and down is still animation just that it’s stiff and has no smoothness whatsoever :P

So in the cartoon world, yes, it is possible for an animated character's head to move in such ways. You don't have to be a cock just because the same thing doesn't happen in real life and you obviously want to brag about how intelligent you are just because you "know how physics work". What are 2s and 3s? You lost me there 😳

2's and 3's are just the repeat of one image. (When you repeat a same image twice and 3 times respectively) if you animated "on 1s" it would mean an image (and the pose in it) would only appear once. So animating on 4s means she'd copy and paste one image 4 times...people usually recommand using animation on 1s for fast paced actions and anything above that for the opposite , like talking or walks for example...all boils down to the effect you want to create and/or personal tastes
