Forget the comparisons to megamind, I want this to be real! They knew each other from high school or whatever, he is infatuated with her. But for some reason, he thinks the only way to get her attention is to be a big bad guy. In reality, barely anyone actually gets hurt, and it is usually helps out the community instead. The Heroine knows that he wants to be seen as evil (but doesn't know it's because of him wanting her attention), just she plays along knowing he is basically harmless. And he actually gets jealous when she fights serious villains? And maybe she likes him back, but won't say it because he wants to be seen as a villain?
