I haven't really read the novel a lot but by what information I have, Touma has the power to completely negate anything that is "abnormal" or just powers. This means that he can negate stuff like demon powers or anything that seems out-of-this-world like powers. But from what I can see, there are 3 powers that Touma can't completely negate. The 3 are Devil Fruits, Stands, and Quirks. I am not sure about Quirks, but the other 2 I am completely confident Touma cannot completely negate. The reason why has to do with "souls" or even the person itself. Devil fruits have "souls" to give the user the power the souls have. And Stands are like a representative of your soul's fighting spirit. Although Touma negates things that are considered abnormal, souls aren't abnormal or else, people would die instantly as soon as they touched Touma's right hand. Of course, I am not confident in what I am saying right now because I don't fully know about Imagine Breaker but this is just based on my information and if anyone would like to correct me, feel free to do so. *a little bit of a spoiler but I can ensure you that the spoiler is not that big of a deal, this is only for those who hate spoilers* Now for the topic, GER vs Imagine Breaker. Who wins? Touma. Any stand can kill Touma here, especially GER, after all, he is just a normal teenager with a right arm that can negate anything supernatural, but what about his "Dragons"? So what if Touma used his "Dragons" on GER? I think it would be a very close fight. Each one of his Dragons has the power to negate too. In this scenario, I think Touma would win. His dragons will completely rip apart his stand, killing Giorno. Even if Giorno is able to negate events, it would be impossible to negate something that negates everything else. Touma's dragons totally carries him in this one. And so, it is Touma's win here in my opinion, ONLY. Note: I honestly had fun writing this. I feel like all my knowledge about them has finally been used. Anyway, feel free to complain or anything just know that I won't be replying, thanks! Errr not really Touma IB follow pure world rule where there is no ability. So even if the power is natural in their world doesn't mean it is natural in the pure world

On an external level, all powers can be negated by Touma. Devil fruit powers and stands included. The reason I say this is because stands are abnormal. So once they have materialised outside of a person's body, the stand can no longer be considered that person and therefore can be negated (stand abilities even more so). Devil fruits work the same way. I haven't watched enough of one piece to even be giving my opinion on this one, but I believe that if this Devil fruit can allow you to create supernatural things, they can be negated. Something like Luffy's would also be negated and reset the length of the limb or part he extended. I say this because once his limbs or parts have extended beyond his natural limit, it becomes supernatural and therefore can be undone by Touma.

Quirks are sort of like esper abilities so I’d say that’s a negate. Stands are like rune magic with the user being the rune so technically a negate until summoned again. And devil fruits are also like esper abilities so that’s a negate.

Well, Touma can essentially negate powers that is abnormal on the basis of the real world, like literally our reality. His Imagine Breaker is the reference point of reality that negates anything that isn't a part of the very first phase of the world, the pure, unaltered one. So devil fruits, quirks, and stands, even though they are rooted in seemingly realistic things like souls and genes, still cannot happen in our world, so technically, Touma can cancel them. Imagine breaker's the name, so anything that is the concept of fiction, or perhaps imagination, can be easily cancelled by him.

The right hand is like a beatstick that instantly removes anything supernatural out of existence by a touch, which in this case includes a stand. This could be deadly to stand users since they share the same fate of the stand. So if the stand disintegrates out of existence, the user might face the same fate

Giorno also has an additional ability to negate ones will to fight back. Anyways Touma could be called one of the best nullifiers in anime. Although he gets stomped by the whole non-demon demon slayer casts, Pillar Men from JoJo with ULF Kars, basically all the casts in Rurouni Kenshin, and other people that uses non-supernatural abilities such as Organic abilities or pure physical strength

That is only on Touma's base form. He destroys everyone you mentioned in his other forms. Honestly either of his St. Toumain or Blue-Yellow Dragon arm forms, arguably his two weakest non-base forms, would be more than enough to beat all the people you mentioned.

@@halevince.7346 I'm gonna assume you saying "cap" to my previous comment. I'm gonna reply to you with that in mind. The original comment mostly mentioned physical fighters as hard counters to Touma, that is true if you fight him on his base form but the two forms that I mentioned eliminate that weakness. St Toumain form is him using Imagine Breaker on his right hand and diamond-based magic on his left hand, giving him the ability to counter both physical and supernatural attacks. The Blue-Yellow Dragon arm form increases his physical attributes to the point that he has super strength and can move at supersonic speed and his durability is enhanced to superhuman levels as well. His precognition is also enhanced to the point that it is basically a weaker version of ultra instinct. Those two are just his weakest non-base form. His other forms like the Eight dragon heads, The Invisible Thing, The Lovecraftian Fish Eggs, and Kamijou No Touma are all way more powerful. One of the main antagonists even said that the biggest threat to the world is not a god or a demon but Touma himself, that's how powerful he really is.

@@jrstrike4452 Actually I’d say Battler from Umineko is the best nullifier on this list. Battler’s Endless Nine is basically GER + Imagine Breaker but more powerful version. The Endless Nine can basically negate anything you believe can’t hurt you (and it can negate concepts too).

What Imagine Breaker does is that it destroys any reality warping that it comes into contact with. All supernatural abilities in A Certain Magical Index are low-key reality warping. So Imagine Breaker is more of an anti reality warping ability than a nullifier.

Dazai's ability No Longer Human is so well thought out. He is an OP character but his ability is only part of that. It's his intelligence combine with the nullification ability that works so well. But it also has drawbacks, for example Yosano cannot heal him with her ability Thou Shall No Die as he can't turn off No Longer Human to allow her to work. And his partnership with Chuuya to form Double Black is perfection.
