I think nick, as many non french and even many people watching only anime in sub don't understand how french dub are. They don't try to be faithful to the japanese one, they try to be natural to be heard. Actually when the voice actor try to mimic japanese way to talk, it's often ridiculous in french.

Il y a 20 ans par exemple, les VF de FMA et GTO avaient divisé une partie des fans car bien qu'excellentes en soit, elles francisait un max la façon de parler des personnages.

To be more specific, he's in a world of almost entire japanese (or translated fantasy language) or whatever dialect is used for each dub, so instead of needing to come up with some cool magic chant to call out his ultimate attack he just used another language that sounded cool as no one there would be able to recognise it simply assuming it really is some other worldly chant. Hence it being English in every dub, admittedly this falls a tad flat in English because... You know, everyone else is speaking English already.

I can give context on the "Atomic" part. So, within the anime Eminence In Shadow, the MC, Cid Kagenou/Shadow, wanted to grow strong enough to be some kind of ultimate hero/god. But as he trained he knew in his old life (its an isekai btw), that no matter how hard he trained there were going to be some things he couldn't hold up against... such as a Nuke. So upon reincarnating into a world of magic, he soared into new heights and decided that if he can't beat the power of a Nuke? He'll become one. Thus his phrase "I Am Atomic" was born, because bro has that much power, the power of a nuke as his magical prowess.
