Years ago when reading the manga I always had the theory that Saitama had become a "Monster", specifically because of the in-universe explanation that some Monsters are just humans that evolved through an obsession with something, like the crab in the first episode or a certain individual later on in the webcomic. I think the biggest difference between monsters and superhumans is obsessions. Most monsters turn out the way they are because they grow addicted to something to a negative and self-destructive level. Pig God is a great example, his gluttony should have turned him into a monster similar to Gums, but because he values human lives and prioritises them, he didn't turn.

However, Saitama is a special case since he doesn't have them anymore. This is why Garou becomes a monster, because he goes past his limiters when others don't.
