It’s normally a directional thing. I’m no VA expert so I could be talking out of my ass, but I imagine acting at those lower ranges is difficult in English, especially expressing different tones. Japanese’s syllables are very blocky and defined, so you have a lot more flexibility, but in English sometimes they blend together, notably the consonants, so they went for a different direction with Shigaraki, maybe playing into the teen with issues character he has going on
