Well, she was reborn. Her original form was strong enough to make 'stampede' milim in the past which was a difficult task for guy. Do read the light novels, it'll be damn interesting

There’s a difference between demon lord (position of power) and True demon lord (evolution). The only true demon lords we know of in the anime rn are guy, rimuru, and milim (though a couple of demon lords who aren’t true demon lords are ultimate life forms and don’t have evolutions like Dagruel, and ramiris), and the ancient demon lords who started the demon lord council are guy, milim, and Ramiris.
