In his evil days he was never the bad person because he was possessed by Ultear to do all those things, but now he is a good guy that would give his life to protect those around him, so I don't understand why so many people like you still hate on him. It's not that they hate him, I mean I liked him even when he was evil. But he totally was about to kiss her then pushed her away, because of his 'rules'. I mean how stupid is that? Even though he wasn't messing with her, he still broke her heart.

I don't think it's about his rules at all. I think Jellal goes through something similar to survivor's guilt. He still feels responsible for what happened and he is horrified at how much he has hurt Erza and their friends, yet he got out mostly unscathed and continues to live while others like Simon died. He doesn't think he deserves to be happy and he thinks Erza deserves to be with a person that's better than him. He wants more for her than what he can offer as a fugitive but he also knows he's always been kind of a weakness for Erza. She always had a bit of a blind spot where Jellal was concerned and he wants her to move on from that, so he lies. It's easier than to admit out loud how lowly he thinks of himself. Jellal no longer considers himself worthy of love, especially when it comes from someone like Erza, no matter how much he (secretly) want it.
