The three dragons under Bellion are as strong as Kamish in the manhwa in the conversation between Thomas and Lennart Niermann, while in the novel version it is in the conversation of ordinary hunters. The conversation took place when Bellion and the Shadow Army first appeared at the big gate.

Hwang dongsoo is stronger than goto too. he is a Korean rank S hunter who was chosen by the american association so it is very likely that he is a stronger hunter than the average rank S hunter, plus he got an upgrade from Selner making him even stronger, he is also the ace in Thomas' guild and when he becomes a shadow he is in the same rank as beru, but we know beru is stronger than him. Only a few and certain people know about miss selner's upgrader and goto doesn't know that. there are quite a lot of S ranks equivalent to Goto level or maybe stronger in thomas' guild because they got upgrades from selner and they are also the selected S rank hunters in various countries.

Listen, for all we know, the Absolute Being could have been a beast in fighting. HE literally created the universe they live in and the rulers and the monarchs for fun. We don't know if any single being could defeat him on their own. The rulers used their COMBINED STRENGTH to defeat him. . So for all we know he might be stronger than any individual monarch or ruler, but we know that all the rulers working together can defeat him. That makes the coaliton of rulers the strongest entity in their universe (other than perhaps Sung Jin Woo). . And if you are wondering, "how can he get defeated by the rulers when he only created them???". Well it's possible. It's just like humans creating a robot strong enough to deatroy humanity.
