Hello Ahmad. It could be the same, but not necessarily. An annual report is always about a year that has already happened. For example, today (on December 7, 2018), we can read an annual report of a company that covers the financial situation (financial statements + commentary) of 2017. The term "Strategic and financial management report" can either mean the same as annual report (talking about what actually happened in the past) or could be a forward-looking presentation of where the company wants to go (covering the expectations for 2019, 2020, 2021, etc.).
