In Gukesh Caruana Ra3 follows the linear development and initiave principles. Namely white doubles with Ra3 and Ra1 threatening to win the game with axb5. Against this play it is likely that black will need to play Rb8 and concede the A-file which the engine no doubt values for space.

21:11 maybe it lets white push the c pawn and throw a rook in front of the queen to either recapture the last exchange and target the knight or target the knight once white takes away from the c file. The knight has to move and white takes black's c pawn (or puts enormous pressure on it that limits what black can do with their pieces because they must keep defending their pawn)

Abasov is playing solid, waiting for people to stay taking crazy risk against him, when they need a win and think he'd going for a draw. He's being he can win those games. Not a bad strategy for the lowest rated player in the tournament.
