Actaully I just tried to used the same appraoch to call matlab and mathematica file in ACT. Using OS and the exe file to run your script.

I came looking for copper and found GOLD. So in the "External Solver" script, could you import ANY library...?

Yes, you can run anything from the standard library, pip, custom modules, etc. Note, if you need to pass a large dataset, it would be easier to export that data as a csv or other filetype and then load that filetype to an external Cpython script.
