It really doesn't matter to me whether Anti Cimex copied Discharge or vice versa...or neither. Both bands are fucking brilliant. D-Beat-tastic! The punk band I was in as a school kid back in the early 80s tried to play like this, but I wasn't good enough on the drums for a start, so we ended up playing a slower, more melodic style of punk instead, but I still love this and it brings back so many great memories.
