Using KZbin, Facebook, Twitter, Google etc are all legal in China. It is just that these companies don't operate in China because they refused to abide Chinese laws such as storing users' data in China and sensor some controversial contents such as extreme violence, porngraphy, racial hatred etc. China has actually never banned these companies. People in China can access these websites through VPN and no one will bother you. However since these companies are not operating in China, so some of them often not operate very well or the data is not accurate such as Google map when you try to use it in China.
