Blue didn't resign when I destroy their TC. They had more than 4 galleys but didn't come for my TC at all.

You also need to kill enough of their military. Their resign condition is having no town centers and 4 or fewer military units.

Generally they sent the galleys at my town center, though if they don't you can try baiting them over with your transport ship if you kept it alive. Baiting them into your allies' towers along the shore is also an option.

Reynald's pirate can upgrade to the top age if you last too long and the yellow town might sudden destroy by the blue army raid...

If you defeat the pirates and raiders, the scenario makes the bandits resign automatically.
